Construction Water Meter Flow Chart
A construction water meter is a temporary way to safely provide water to commercial customers. A typical reason for needing a construction water meter is for a construction project.
A construction water meter is placed on a nearby public fire hydrant by ETWD operations staff only. Once the water is no longer needed, ETWD operation staff removes it from service.

Fixed or Floating Meter
When renting a construction meter there are two installation options to choose, Fixed or Floating. An ETWD Customer Service Field Staff member will discuss these options with you during the “Review and Scheduling” phase, which is stated in the flow chart section above.
The “Fixed” construction meter option is typically chosen when the customer can keep the construction meter on the same fire hydrant during the entire rental duration. When a “fixed” construction meter is installed by ETWD staff, it is secured via lock until it is removed by ETWD staff.
The “Floating” construction meter is for customers that will be frequently moving the construction meter during the rental duration. If this option is chosen, the customer is responsible for installing and uninstalling the construction meter to the fire hydrant in a responsible and safe manner. During the time in which the construction meter is not in use but still being rented, the customer shall keep the construction meter in a locked trailer/truck/container to be kept safe.
For either option, the customer is still responsible for the construction meter per originally signed agreement Special Conditions.

Once the request is submitted and payment is received, ETWD staff will contact you within 1-2 business days for inspection of your filling equipment and installation of the meter.
The initial deposit is for $2,000. Once the customer informs ETWD staff that the construction meter is no longer needed and there are no issues with the device, the $2,000 deposit is returned.
Yes, there is a service charge equal to the current 2” Water O&M Charge and a usage charge equal to the current uniform Commercial, Institutional, & Industrial Potable Water Usage Rate per 100 cu. ft.

The inspection consists of an inspection of the tanks/trailers/equipment used when water will be extracted from the hydrant. The inspection shall be performed by a District employee per the Special Conditions listed on the application.
The construction meter can only be moved if the chosen option is “Floating”. If the “Fixed” construction meter was chosen only an ETWD staff member can move the hydrant. Please contact customer service at

Yes, this specific “hydrant” wrench is used for operating fire hydrants. No other type of wrench type is allowed to be used on a fire hydrant.
