Lake Forest, CA — The El Toro Water District received the prestigious “District of Distinction” Platinum Level accreditation by the Special District Leadership Foundation (SDLF) for its sound fiscal management policies, excellence in board and executive governance, public transparency and district operations. This is California’s special districts highest level of recognition for transparency and governance.

“SDLF provides an independent audit review of the last three years of the district’s operations to ensure prudent fiscal practices,” said Dennis Cafferty, ETWD General Manager. The committee members who review the audits are volunteers from the special district community, including district controllers, directors of finance and certified general managers. I commend our staff, management and the board of directors for their commitment in providing transparent and accessible information to the District’s customers, said President Monin.

To receive the recognition, ETWD demonstrated public access to current financial audits, policies and governing documents. In addition, the district’s board of directors and executive staff must also show proof of educational training in public governance, as well as compliance with ethics and harassment prevention training.
