Lake Forest, CA — El Toro Water District has been awarded the District Transparency Certificate of Excellence by the Special District Leadership Foundation (SDLF).
This marks the 9th consecutive year that ETWD has earned this certificate and highlights the District’s strong commitment to fiscal responsibility, transparency and good governance.

“This certificate is a significant recognition of the District’s commitment to ensuring residents, ratepayers, and community stakeholders have easy access to accurate information and opportunities for meaningful engagement,” said, Vishav Sharma, Chief Financial Officer. To qualify for this award, El Toro Water District met rigorous standards established by SDLF, which is widely recognized for setting best practices in local government transparency. El Toro Water District demonstrated the completion of governance transparency requirements, including conducting ethics training for all board members, properly conducting open and public meetings, and filing financial transactions and compensation reports to the State Controller in a timely manner.
