Kathryn Freshley

Kathryn Freshley was appointed to the Board of Directors of the El Toro Water District in 2018 to fill a recently vacated position and currently serves as a Vice President.
Ms. Freshley educational accomplishments include a Bachelor of Science degree in Electrical Engineering from the University of Kansas. She is a Licensed Professional Engineer in the State of New York. Kathryn’s post graduate and MBA studies included Systems Engineering at Virginia Institute of Technology and SUNY in Albany.
Ms. Freshley has over 40 years of professional experience in executive management, engineering, business/strategic planning and financial control systems. Her professional experience includes 23 years working for the General Electric Company, starting a distribution business introducing Ben & Jerry’s Ice Cream into Southern California and management consulting for construction, manufacturing and service industry corporations.
Ms. Freshley recently served as the Alternate Public Member of the Orange County Local Agency Formation Commission (OC-LAFCO). Additionally, she has been involved in El Toro Water District educational activities and those of the Orange County water industry and the California Water Education Foundation.
Kathryn is a resident of Laguna Woods Village and has devoted a large amount of her time to volunteer activities in an international women’s golf association and various clubs in Laguna Woods Village. In addition, she served nine years on the Laguna Woods Village (LWV) boards. In 2015, Ms. Freshley was President of the LWV Golden Rain Foundation and led the community to change its governance model to that of a self-governed municipality.
