El Toro Water District Announces New Board Leadership
Kathryn Freshley Named Board President; Kay Havens Named Vice President
At the December 2025 ETWD Board Meeting, the El Toro Water District (ETWD) Board of Directors announced its leadership appointments for the 2026 term, naming Kathryn Freshley as Board President and Kay Havens as Vice President.
The annual leadership appointments reflect the Board's continued commitment to strong governance, strategic planning, and exceptional public service.
As Board President, Kathryn Freshley will preside over Board meetings, guide policy discussions, and represent the District in regional partnerships and community engagement efforts. Throughout her tenure on the Board, President Freshley has demonstrated dedicated leadership and a commitment to ensuring the District continues providing safe, reliable, and high-quality water, recycled water, and wastewater services while planning responsibly for the future.
Kay Havens will serve as Vice President of the Board, supporting the President in advancing the District's priorities and providing leadership on strategic initiatives and policy development. Vice President Havens brings valuable experience and insight to the Board and remains focused on maintaining infrastructure reliability, financial stewardship, and protecting the water resources that customers rely on every day.
